we can already move or rotate objects slowly with the ctrl key but it is possible to "slow down" a little more these movements because sometimes it lacks precision for the placement of objects especially the catenary
Is there a thank-you solution?

If you want to slow down it even more, change move step in track object elevation settings. Default is 25 per milles.
