Version 0.697 does not start the tools windows correctly.
Initially they are located extremely high and to the left of the desktop, which prevents them from being moved by the user.
To offer some more information just in case someone suffers the same problem I will say that I work with two monitors and with the option of floating tools: mainWindowLayout = W

I have found a temporary solution to the problem:
If the tool window is selected and resized, it returns to a normal position within the desktop.

The same trick I use. I select the lower part of the window, I stretch it a little bit downwards and the top bar of the window is repositioned to be able to drag it to the second monitor.
