None of these "errors" are causing issues in ORTS.
I could care less if MSTS chokes on it since this route was designed for ORTS only.

Yeah, not only is Jeffrey's tool wrong, it's throwing an error over a SectionIdx that isn't even in use.
There should be zero pieces of dynamic track in use on that route.

Trackviewer is part of the OpenRails download.
It's a separate executable "Contrib.TrackViewer.exe" that's found in the root folder.

Console remains visible?
When running version 0.7.002, there's a black DOS looking console box that launches with the .EXE and remains visible after the menu and editor windows render. I've never seen this in version 0.6.x

I've already given two fractional values that are impossible to accommodate without the fourth and fifth digit of precision, and there are plenty of real world situations where you need that fractional value to cleanly join your track together. Otherwise, you wind up with a gap between the rail ends...
